The minimum UKRI PhD stipend is £16,062 for 2022/23. Although PhDs are training and do not legally require minimum wage, a comparison is worthwhile: National minimum wage (age 21-23) is £19,094 (40h/week). After tax that's £16,836. Living wage is £19,760 (£17,280 after tax).
