Dear International Maritime Organization please see my communication on behalf of Siyaab Salam, a seafarer held in Indonesia amid a dispute with the ship owner. We say the current restriction on his movement is contrary to the Fair Treatment Guidelines, Abandonment Guidelines and the ICCPR.
