Does the Russian government know how silly they look?

The “European Stability Initiative”, Europe´s leading think tank on Balkan issues, has summarized the situation aptly. This is what they say:

According to Belgrade, in order to be allowed to join the Council of Europe, Kosovo has first to form an “Association of Serb municipalities” which will safeguard the rights of the Serb minority in Kosovo. What is this about?

The message would be: Do not trust Berlin and Paris. They might talk about wanting to integrate the Western Balkans more closely into the Euro-Atlantic structures. But they do not mean what they say. Let us look at some details:

If 🇩🇪 & 🇫🇷 vote to postpone a decision on Kosovo´s application, this would be (another) clear message not only to Prishtina, but also to Skopje, Sarajevo, Podgorica, Tirana, and also Belgrade. A message that governments in the Western Balkans will likely remember very well.

They can support Kosovo´s application to be accepted into the Council of Europe, after all relevant bodies of this institution have confirmed that this country does fulfill the criteria for membership. Or they can vote to postpone the membership indefinitely.
