The principal issue with this constitutional vision is that it is entirely undeliverable. It is far less realistic than independence.

It's obvious that Devolution is Unionism. Federalism is Unionism. When it comes down to it, Home Rule is Unionism too. If they're still playing Kings & Queens of us all, handing out imperial baubles and stealing our voice in the world, then it's Unionism.
