Removing the hereditaries reminds me of Blair's Lords reforms. A govt lacking economic radicalism looks to change harmless parts of the constitution for the appearance of radicalism. These changes do nothing to improve anyone's life. Nothing is gained. Something is lost.

The quickest way to kill any hope of a link between HS1&2 is to build P2 to the GB loading gauge. The works required to re-gauge it would tank the BCR and ensure there isn’t sufficient political will to do so in future. Build the fundamentals (like loading gauge) properly.
