As HMI lead for Equalities (HMCI Gilbert) I proposed in our reports we referred to bilingual students not EAL. In 2010 anyone not classified as White British or Black was termed EAL. Ironic our analysis showed highest proportion of schs graded 1 had high achieving EAL students!
