The federal law authorizing federal judges to fill a U.S. Attorney vacancy (28 U.S. Code § 541) was a bipartisan plan sponsored by Senate Judiciary Chairman Strom Thurmond & House Judiciary Chairman Peter Rodino of Newark. It was an amendment to the Anti-Drug Abuse Act of 1986.
