कानून र न्यायका प्रक्रियाहरु सार्वजनिक खपतका लागि मात्र होइनन। शाशकिय अधिकारको सिमा हुन्छ; नागरिक अधिकार जुनसुकै अवस्थामा पनि सुनिस्चित हुनुपर्छ। जाँचबुझ आयोग 'धरपकड आयोग' मा परिणत होस् भन्नेको कमि नहोला। तर स्वतन्त्रता तथा निष्पक्षतानै न्यायको पहिलो शर्त हो।
