NumPy 2 comes out tomorrow! Pybind11 2.12 supports it (since March), Numba 0.60 supports it (I just pushed the conda-forge numba 0.60 update earlier today!), PyTorch does, CuPy does, and many more. Some don't, like TensorFlow.

This concerns _only_ the defaults channel and not Conda Forge! For conda-forge, we are working hard to remove any vendor lock-in: we have a mirror of all packages prefix.dev and on GitHub GHCR (where Homebrew is hosted as well).

This really needs to be amplified, conda (the package management software) is different from the distribution it uses to pull the packages. The license is for the "defaults" channel maintained by Anaconda (the company), and not Conda Forge (maintained by the wider community)!
