6. So no this is not a win - win. Only the government wins - as it usually does. Homosexuals can get treated - but they can’t demand for rights, they can’t express themselves, they can’t form organisations - if they do so, they will be promoting homosexuality!

11. Promotion of homosexuality was clearly a difficult one. Nullifying it would imply that the whole reason for this law - the actual political one-muzzling civil society would be lost. So they couldn’t budge on this and so they threw the little crumbs to make the money flow.
