I wish we could have DOTs, which are meant to serve the public, do trains. But DOTs are primarily highway sales organizations run by people who do not use or understand transit and view it primarily as an opportunity to extract resources rather than a way to safely move people.

In the US, this is because traffic engineers treat sidewalks and bike lanes as "crash recovery zones." Meaning the motorist with 3-tons of steel, air bags and restraints needs something soft to crash into.

it's because of a mix of fraud and... fraud, which causes real "misallocation of real resources" like people over-valuing things that can be pulled out of the ground at great effort and blood, and food. escholarship.org/uc/item/7sq3f6… it's also known as 'supremacy'. meh.
