A few years back, unemployed, I applied for a job at Tescos, I didn't get it. A week later a Job Centre mandatory work placement at Tescos doing the very same job that I'd applied for, one month, no pay other than JSA. Made to work someplace for free.

After a month I was replaced by another 'mandated to work' clamant. That's a job vacancy being continually filled by free labour. No cost whatsoever to the employer. No wages to pay, no NI...
