AB 2011 + State Density Bonus Law for the win. This is one of the commercial corridors upzoned by Daniel Lurie 丹尼爾·羅偉's Family Zoning Plan. The developer evidently did not like what it offered, opting to proceed under state law instead (despite costly labor requirements).
