No, this is exactly how the scientific method does not work. Someone, at some point, discovered statistical validity, the notion of sampling, the idea of significance, and that was more than 100 years ago. Astrology, on the other hand, (still) may work that way.

This is the Right kind of thinking. Water is extremely heavy, so is any kind of other extinguishing agent. Plus, you have to remember that the main problem is saving lives and drones are definitely not gonna be able to do that as fast as people.
