This excellent essay on 'ordeals' in the UK welfare system by Sam Freedman could equally apply to Australia. Recommended reading.

I'm loving the series of essay's scott cunningham is posting on matching. Lifting up the hood and getting into the guts of the method, the required (often heroic) assumptions, and where some of the pitfall's lie... this one on common support is excellent.
