Senate passage of “one big beautiful bill” by July 4 is an uphill battle. Too many possible no votes with deadline fast approaching. Hawley, Collins and Murkowski on Medicaid, Collins and Murkowski on Planned Parenthood and Paul, Scott and Johnson on debt issues.

Various House Republicans this year have threatened to vote no on CR, budget resolution and the House-passed BBB. Most caved and media has rightly pointed that out. That dynamic plays a role in this vote count. Will they relent yet again or push debate later into July?

At this time it’s hard to see how the rule vote can pass on the House floor this week. And that would mean punting beyond July 4. House Republicans cry wolf a lot but just quickly accepting the Senate-passed bill seems too much to swallow for GOP lawmakers in lower chamber.

That was one of the most stunning whip operation victories in history. Especially with such a small majority. President Trump’s primary threats a big factor. But Speaker Johnson’s genteel manner and doggedness also was key. And don’t forget Thune in his rookie year as Leader.
