I'm told two city's were pre-selected and the other two by an independent panel. This is completely wrong practice. This pilot should run across all cities and therefore include Waterford. I have raised this already with the council and will be tomorrow with Fianna Fáil

Cork and Dublin pre-selected to be included. They didn't have to go through any independent panel decision. Absolute joke.
