Topper says we should emulate Denver. Well, Denver's operating budget is $1.2b ($1.75b for septa.) Farebox only covers 5% of this (almost 20% for septa.) They serve around 250,000 per day (800,000 for septa.) Pretty easy to see who is more efficient.
