At what point will the discussion shift to the impact excluded pupils have had on the education & welfare of the other pupils & staff, including staff recruitment & retention & disproportionate use of school resource. Not enough is said about this.

Put another way: Expulsions* are not necessarily bad, are sometimes necessary, and the primary focus should be on behavior, not numbers. *expulsions are the U.S. label for exclusions
