#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint Barriers are victim not recognising they are being DA'd. The AP thinking the DA relationship is preferable to home/parents, disengaged from services, isolated, SEND/ND, thinking its the norm.

#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint Perpetrators are mostly dealt with by Youth Justice Services, and outcomes often do not match the severity of offending i.e CR/diversionary work. Victim/offender support however is enhanced as age brings involvement from schools, social services and Public Protection.

Q2. What are the barriers to supporting victims and those carrying out harmful behaviours when they are under 16 and what can be done about them?

#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint I believe ADA should be treated in the same way as our counter-terrorism strategy so age isn’t limited here really
Prevent = DA + young perps
Pursue = only when necessary (punitive measures)
Protect = victims/survivors
Prepare = education, education, education!

#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint I think maybe awareness and understanding plays a huge part and is a huge barrier? Perhaps because parties and relatively young, maybe immature a bit the seriousness and severity is misunderstood and downplayed?

#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint I’m in two minds. No age limit seems sensible. But 14-16 is a key age where behaviours need to be nipped in the bud before reaching adulthood. A change in legislation could mean more punitive action, protective measures i.e DVPNs and IDVA support

#WeCops Ruth Weir πŸ’™ Katy Barrow-Grint I guess my response is what will that bring us that we don't currently have? Probably worth considering but also making the distinction between a 13 year-old and someone much older in a similar situation? Good question tho...

Sgt Sam Parfett #WeCops Ruth Weir πŸ’™ I agree. But do your colleagues see it as a child protection issue, or youth justice? And what support is out there in terms of young people's IDVA or ISVA?

#WeCops Ruth Weir πŸ’™ It's a tricky question we've set as the domestic abuse act sets the statutory age for DA as over 16. I'm interested in what forces are doing & which units deal if you have two 15 year olds for example in a relationship with DA.... and which partners are able to support?
