Habitat degradation, water pollution, and trapping greatly reduced populations of river otter in the early 1900s, with only four sightings of documented between 1917 and 1971. In 1984 and 1985, the Oklahoma Department of Wildlife Conservation reintroduced river otter back into southeast Oklahoma.

It's at least internally consistent that a society that won't mask for an airborne disease and can't grapple effectively with an invisible greenhouse gas has a supreme court that thinks wetlands aren't connected to water. A bad case of seeing stocks and missing flows.
