Constitutional Note: a Premier who loses a confidence vote has no right to advise the LG to dissolve the Legislature. The link of responsible government is broken.

Issue is if LG can find someone else who can command the confidence of the Assembly.

This is a basic rule of law issue. A Minister expresses their views as part of an administrative action via issuing guidelines and policies under the Education Act.

Ministerial statements do not have legal effect.
