2. Mechanisms, not tools, are required to get the data that doesn't exist in digital form. Technology is merely a tool, not the way. 3. Support Public Private Partnerships (#PPPs) to lead the innovation.

4. Contribution from the private Sector is required for headway in multi-sectoral action plans. 5. Communication is necessary to scale up the resilience.
