I've recently seen some people make esoteric arguments for planning regulations on the grounds they help manage infrastructure capacity. Two problems with this reasoning 1) low density zoning is currently applied to many places that have oodles of infrastructure. Wtf?

2) planning regulations seem like a very indirect and inefficient way to manage infrastructure capacity. Why not just ... provide more infrastructure or charge more for what we have?
