Many lessons for Scotland from the Welsh Constitution Comisiwn y Cyfansoddiad / Constitution Commission process and final report. Commissioners were cross-party and non-party, they engaged extensively with citizens in Wales and, despite party political differences, the conclusions were agreed unanimously.
