Sad to see - and genuinely bad for policy-making and investment - when the cities in the list fade into Compass Point Places. An instant tell of a place that's not quite ready. Any of them rebranding would be a huge green flag imo.

Whether it's PIP of winter fuel allowance, making benefits taxable would really ease a lot of problems - not just on funding but incentives. Messing around with cliff edge means tests and taper rates when we have a progressive income tax system right there is not working
