Cutting basically means eating less to lose fat and possibly retain and build some muscle, bulking means eating more to lose fat, for either there should be one constant, lifting weights.

I was stuck on 120kg on bench for the longest time till I started; eating more, prioritizing my protein, resting properly and stretching more.

You will lose so much fat and then losing that last 5kg would want to run you mad.
