TBH, the government does NOT even need ID to prevent scam calls. Just track - if a phone number makes 60 calls per hour - suspend it la. Do it again, terminate it. Just have to rate limit. That's all. But alas.....

It's also common knowledge that a lot of corruption happens in these committees. Unreasonably high budget is allocated for the study, and someone high up pockets the money. Even if something good comes about it, the report will be shelved under consideration by the government.
