The amended law violates the spirit of Article 230 of the Constitution. It centralises authority and makes communities dependent on the central government.

Abolition of Atoll Councils will disrupt inter-island coordination and weaken atoll-level problem-solving, leaving islands more dependent on the central government.

Transferring Atoll Councils’ funds and assets to the central government will halt local development projects and capital-generating initiatives. These resources belong to atoll residents. Not the central government.

Reducing councilor numbers risks undermining councils’ capacity and community representation. We propose alternative cost-saving measures that are fair, effective, and do not require diminishing elected leadership.
