Those complaining that Scotland has no local reps at the Council of the Nations & Regions (CNR) miss the point that the CNR is designed to demote Scotland to a local region. As far as the CNR is concerned John Swinney is the local rep has the same status as the English Mayors.

I have made the amazing discovery (hitherto unknown to man) that if you slice the bottom 1/4 inch off a wilted cabbage to refresh the stump and leave it in a dish of water for a few hours, it will restore a glory to behold; and with a rinse, delicious eating outer leaves as well.
