In different ways, Boston Indicators, JCHS, and Utile have all looked at how zoning regulations contribute to Greater Boston’s housing shortage. And it’s because of that work we know that zoning reform alone isn’t enough.

This report, produced through a Boston Indicators contract with Harvard’s Joint Center for Housing Studies (JCHS) and the design firm Utile, takes a close look at the building code requirement that residential buildings between three and six stories must include two staircases.
