I was asked about these Mareep in Wild Zone 1. Turns out they are shiny-locked until you complete the shiny Mareep side mission! Catching the shiny Mareep isn't a requirement, so you could technically have all 3 shiny. You can see they generate as "never shiny" in this clip.

This is a good reminder that it’s important to pay attention to what shinys people are posting about because with Gen 10 we won’t be able to easily see what is shiny locked. Not a single person had reported finding a Shiny Mareep before doing the quest and it wasn’t a coincidence
