UPDATE: Regional Rail cuts on 9/1 have been put on hold for now due to a court ruling. 9/2 fare increase is still on track to happen.

So if the judge rules that SEPTA has too much authority setting their own fares and schedules, would that mean the legislature must vote to approve the service cuts? And if they don't, would the legislature be legally required to pass a funding plan?
