Rhett Larson menciona que el reto no siempre radica en la distribución o la jurisdicción del agua, sino en lo que el agua representa: soberanía, respeto y reconocimiento. Aumentar la disponibilidad no resolverá los conflictos si el fondo del problema es simbólico-político.
