at some point you have to wonder if the annual introduction of pbm-reforming legislation is just a political ploy to get more lobby money from all of the different lobbying groups that are involved. the issues are known, the facts are available, but the legislation never passes.

States are all capable of fixing part of the PBM issue by simply passing a law which states: PBMs do not and cannot dictate the patient copay. Pharmacies have the freedom to charge an appropriate amount to cover their expenses. This allows pharmacies to survive.
