An OPS inside a supportive housing building is ONLY for residents and prevents ppl from dying alone in their suites or using drugs outside, you know like, near the kids. It doesn’t bring ppl to the site just to use drugs. In case that’s the implication.

This. Most apartment buildings are huge due in no small part to required double stairways, and the geometry of huge buildings pretty much requires mostly studios and 1BRs, whose residents like gyms etc. I’d *love* to build smaller, infill buildings w/ 3BRs and no amenities.
