Bridle paths were obviously unsuitable for these riders for whatever reason so they are using the road where they have a right to be. Much like cyclists and cycle lanes. & similar to drivers and motorways.

@rantraveDan94 Adam Bronkhorst So, as I'm sure you've been told before, the cyclist in the picture is probably quite fast, and would pose a danger to pedestrians on that SHARED path, not a cyle lane. That shared path however is perfect for youngsters so they don't have to ride on the road though.
