Nvidia driver bug. Resizebar is disabled in drivers even if enabled in bios and GPU-Z says it's on. To fix, download nvidia inspector, go to global profile, and go to section 5 then change the three settings in the screenshot, then hit APPLY. 10+FPS with this on in some games.
