The bottom line here is that the federal money funneled to through the UCRC to reduce consumptive use was wasted. The water was picked up by upstream juniors.

There were >16 million af of conditional CR storage rights on the books when I started at the RD in 1980. ~3% were developed, ~ 17% remain conditional - the rest abandoned

Getting consensus among the mutual ditch companies for legislation will be very difficult. The burden will be on the boards to balance the needs of individual owners vs the collective needs of the company.
