Ultimately, HS2 does need to be completed, including to Manchester, with a proper Birmingham Interchange. The note I would re: Interchange is that it should have been part of a rebuilt (Reading-Style) International station, equipped for redundancy, inc. connections to Marylebone.

In the inevitable HS2 inquiry, we have to reckon with the fact that the lobby that added vast additional cost to the construction were ultimately just opposed to the project. And the political mainstream that just wants infrastructure delivered at a sensible cost were ignored.
