Ugarte & Kolo failled because they weren’t Lucho picks. Judging by the system and the fact that we tried to sign Ramos in 2022 a full year before Lucho came I think he belongs in that bucket. I don’t think Ramos would be here if Lucho was running transfers in 2023.
