This week PERF traveled to Bogota, Colombia, to better understand the challenges facing Policía de Colombia as they work to shift from the military-style policing seen in the country's beleaguered rural areas to a more community-oriented style seen in its larger cities and the US.

After decades of armed conflict with insurgent groups, Policía de Colombia is working to improve the standard of policing in the country's most troubled areas. Surveys show that locals want police in their communities and access to criminal justice services to report crimes.

Whether it be Colombia or the United States, police play an important role in historically divided communities that are trying to transition away from conflict, violence, or racial or ethnic discord. Strong police leaders can engage the community and challenge the status quo.

Today PERF releases guidelines on reducing the risk of restraint-related death. This can save lives. Our experts, having reviewed hundreds of cases, agreed that most of these principles are consistent blind spots for police engaged in stressful incidents that include restraint.

The goal of PERF's "15 Principles for Reducing the Risk of Restraint-Related Death" is to provide officers and agency leaders with clear guidelines to practice in incidents involving restraint. And by doing so, prevent the loss of life.
