Kevin Arbuckle I agree with you. A quirk of the term 'exotics' means I would end up in the odd position of needing to pass a test to keep rats - an animal that lives everywhere and is quite robust - but not rabbits, an animal which seems much more easily upset and harder to keep correctly.
