प्रक्रिया मिलाउनका लागि मात्र छनौट समिति गठनको नाटक मन्चन गर्नु भन्दा, नियमावली परिवर्तन गरेर नै आफुले चाहेको मान्छे लाई नियुक्ति गर्दा समयको बचत हुने थियो।
