Councillors DO NOT have the authority to fire Council staff or set Terms of Employment. Reform Councils are going to be a shit show. Councillors set strategy, finance and policy. Staffing decisions are made by the CEO, Heads of Departments and HR over which Cllr’s have no say.

I have a medically increased risk of skin cancer and sunburn, but even for healthy people, sunscreen is a necessity. I wouldn't be surprised if this were cost-neutral, by taking pressure off the NHS. Either way, this change would clearly be in the public good.
