Windows Right, and if we don't want AI at all on our PC? How do we get rid of it? Considering that AI and the grotesque amount of resources it wastes is absolutely NOT necessary for any task an operating system needs to do, we absolutely should be able to disable it if we want to.

No AGI for you. Yes. reinforcement learning (RL) is a huge waste of time primarily because there is no intelligence in it. It's a brute-force search within a computer simulation (closed domain). The worst part is that RL can't learn continually in the real world.
