This, aside from recreational rambling, is a major reason why rough terrain performance matters in wheelchair design. Rural people can be mobility impaired too, and while it's important to try and fix pavements and roads, in the meantime people shouldn't be trapped at home.

The only recourse disabled people have is to sue. That's how the law is written. There is no regulator we can report things to who will get them fixed. We can ask nicely, and when that is ignored, we can sue. That's why we sometimes sue.
