At the time of our agency’s founding, timing was vital. In 1935 Hugh Hammond Bennett stood before a Congressional committee, speaking at length on the importance of soil health. As he filibustered, he knew that soon, a massive dust storm from 2,000 miles away would arrive in D.C.
