If China's response to the Section 301 tariffs is 'targeted' (as Yellen hopes), US exemptions might tell China where to aim.
Basically, the US wants to keep importing Chinese graphite, permanent magnets, and solar manufacturing kit until 2026 or later--will China let it?

It's not just that solar power has become cheap. It's that the modules themselves make up an ever smaller share of the total cost.
