This is what I think, I may be wrong. 1984 Thather introduced a mechanism providing a loophole for wealthy farmers/landowners to avoid inheritance tax. This led to other wealthy individuals such as Dyson & Clarkson spending millions on buying up land. Govt is trying to fix it .
